Wiki - PGP Keysigning

We had one of these at YAPC::NA 2006 in Chicago but it didn't go as well as it could have -- people didn't find out until too late when or where it was, and half the list didn't show up. I see a good number of key IDs on the ACT site, so I think we can do better this time around.
